Conversion of Electronically Maintained Records to Paper:

Research Fee:   $25.00 per hour for researching records necessary to fulfill a request. Billed in 15 minute increments (minimum fee $6.75)

Photograph Reproduction:   Actual cost of the reproduction plus $20.00 per each photo order.

Disk:   If a disk is requested, it will be provided by the Authority at the cost of $1.00 per disk. A new disk will be necessary each time records are provided.


Fax:   (Included in Certification Fee) otherwise $0.50 per single sided paper

Plans/Prints/Other Documents:   Actual cost of the plans, prints or other documents plus $5.00 administrative fee for each plan print or other document order.

Damage to property of the Authority shall be billed at actual cost plus an administrative fee of 10%

Flat rate for non functioning meters:   $125.00 / EDU per quarter

If the owner has been notified that a repair is needed and the Owner fails to allow the repair and inspection by the Authority, if service is not done by the Authority, after 60 days from the date of the notice, the flat rate for water usage will be $125.00 per EDU based on the number of EDU's normally billed by the NCCMA. This flat rate charge will remain in effect until the meter is functional or until the service is terminated after the proper termination process is complete. Also if access is not available due to a dog or fence for which we cannot enter.

Meter Tests: Testing of a meter at an Owner’s request
In House (done by HBBA) $ 60.00 – includes removal of suspect meter, reinstallation of the meter up to one hour and includes the test procedure itself. If the removal and reinstallation of a meter requires additional labor time, the rate will be the same as for other repairs (listed below). Parts will be billed at the cost incurred by the Authority from a vendor used by the Authority plus 5 % handling fee.

Outside Provider Tests (done by a third party) will be a minimum of $ 200.00, plus any labor costs beyond the first hour, billed at same rate as other repairs (listed below) In addition any other costs incurred by the Authority plus 5%

Other Repairs:   $60.00 / hour minimum 1/2 hour then billed in 15 minute increments

If the Authority performs work that is done for the customer that is the responsibility of the customer the rate for such service is $60.00 per hour plus the actual cost of materials used. An example would be a replacement of the curb box if hit by a mower or equipment that causes damager to the valve or curb box.
This charge includes requests by the Owner to shut off service at the owners request during non-business hours. The restoration fee listed above will also apply whenever the restoration is done.

If the work is done by an outside agency or contractor, the charges will be the actual cost to the Authority plus a fee of 10% billed to the Owner. An example is a request to shut off a service and the service is not accessible and requires excavation.

Services for work related for billing for NCCMA will be as agreed to by both Authorities'
